		<description><![CDATA[ The president of Uganda's Forum for Democratic Change, Kizza Besigye, was hospitalised Tuesday when a political rally was dispersed by police in Kampala. A women MP, Sempalla Nabila, was taken to hospital after passing out after police fired tear gas. Reports indicate that opposition politicians led by Besigye, Kampala Mayor Erias Lukwago and A4C womens league boss Ingrid Turinawe among others, stormed the ground to hold a massively attended rally but security was already beefed up. Kizza Besigye speaking to RFI from the medical care centre along Kampala Road said his leg was injured by grenade fragments. He said he did not realise that he had been injured until he was on the way to hospital with Nabila. He blamed the police for harassing the opposition, especially when they plan rallies. Nabila said that she was hit on the head by a teargas canister, causing her to collapse. She was rushed to med care center and put on oxygen to clean her blood stream, During the scuffle, women's youth league coordinator Ingrid Turinawe was sprayed with pepper spray in her eyes and her cars windscreen was smashed. The Katwe DPC Ecega said he received a letter signed by the Kampala Metropolitan Police Commander Andrew Kaweesi not to permit A4c access the ground. Mines Permanent secretary Godwin Beene in a document dated 4th October said all the current permits issued by his ministry are immediately suspended pending issuance of new guidelines by the government. The new procedures are to be in place by October. 16, according to the document addressed to the heads of mines operating in the country, which include Canada&#8217;s First Quantum Minerals, London-listed Vedanta Resources , Glencore International AG and Metorex of South Africa. Both KCM and Glencore said they would cooperate with the government, but declined to comment further. Copper accounts for three-quarters of Zambia&#8217;s export earnings, but the mining industry contributes only about 10 percent of its tax revenue. ]]></description>
